The Wastewater Treatment Division provides for the pumping of wastewater from the Wastewater Collection System to the Thomas P. Smith (TPS) Water Reclamation Facility. The TPS facility has a capacity to treat 26.5 million gallons of wastewater a day that meets and exceeds all local, state and federal permit standards. The wastewater treatment process insures the public trust by protecting the health, welfare and safety of our community and our precious natural water environment.

Since sewer usage can't be metered, sewer charges are based on your monthly metered water use, up to an established maximum. Each April, the City calculates your maximum residential sewer charge based on your metered water consumption from your four winter bills dated December, January, February, and March. Your upper limit sewer charge, the most you will be charged in any month during the following 12 months, is established by using the highest water consumption of those four winter bills. Sewer surcharge outside City of Tallahassee = 50%.

Pretreatment Program
The Pretreatment Program is established to regulate the discharge of wastes into the sanitary sewer system to protect the City wastewater facilities, employee and public health, and to prevent hazardous substances that could pass through the treatment process from discharging to the environment. All industrial, commercial, and/or governmental businesses or entities conducting operations and discharging any non-domestic wastewater to the sanitary sewer are subject to the Pretreatment Program requirements. The City of Tallahassee adopted the Sewer Use Ordinance (SUO) within the City of Tallahassee Code of General Ordinances, Chapter 21, Article IX, Division 3, to achieve this purpose
The Sewer Use Manual (SUM) sets forth the pretreatment program implementation procedures to achieve the requirements established in Ordinance, and applicable Federal and State Laws, and establishes requirements for users of the City of Tallahassee (City) wastewater system.
The SUO and SUM prohibit the discharge of certain substances and establish acceptable discharge limitations, or Local Limits, for pollutants to protect the City’s wastewater facilities, employees, the public, and the environment. View the current Local Limits.
The SUO and SUM also provide a framework for the Pretreatment Program to use and require site inspections and discharge analysis as the basis for achieving compliance. The discharge requirements are applicable to both residential and industrial customers. Industrial users (businesses) are routinely inspected. The process starts by completing an Industrial User Survey. After the survey is received, the City’s Pretreatment staff perform an evaluation to determine the federal, state, and local limits applicable to the Industrial User. A facility inspection is scheduled which consists of an interview with personnel; a tour of the facility; and a review of records. During the interview, the industrial user’s survey, waste generating processes, wastewater composition, and volume of wastewater discharge are reviewed. The facility tour will include an inspection of the entire operation, focusing primarily on operations generating wastewater, pretreatment facilities, and chemical/hazardous waste storage areas. The records to be reviewed include, but not limited to, hazardous waste manifests, Material Safety Data Sheets, and pretreatment system operations/maintenance logs.
