Comprehensive Plan Amendment Meeting Descriptions

The Comprehensive Plan amendment process includes a series of meetings. Descriptions of these meetings are below.

Public Open House – This open house occurs soon after the application deadline. The primary purpose of this meeting is to inform the public of the applications received and provide an opportunity for preliminary comments.

Local Planning Agency Workshop – The intent of this workshop is to allow Local Planning Agency (LPA), also known as the Planning Commission, and Tallahassee-Leon County Planning Department (TLCPD) staff to have an in-depth discussion of each of the proposed Comprehensive Plan amendments. The workshop is open to the public; however, no public comments are taken.

Local Planning Agency Public Hearing – This is a statutorily required public hearing with the Local Planning Agency. At this hearing, the LPA receives TLCPD staff recommendations on each of the proposed amendments and moves their own recommendations for the Joint City-County Commission. Each interested citizen has up to three minutes to speak.

Joint City-County Commission Workshop – Similar to the LPA Workshop, the intent of this workshop is to allow Joint City-County Commission and TLCPD staff to have an in-depth discussion of each of the proposed Comprehensive Plan amendments. The workshop is open to the public; however, no public comments are taken.

Joint City-County Transmittal Public Hearing – This is a statutorily mandated public hearing with the Joint City-County Commission. The Commissions receive TLCPD and LPA recommendations on each of the proposed amendments and votes on whether to transmit the proposed amendments to State agencies for review. Each interested citizen has up to three minutes to speak.

Joint City-County Adoption Public Hearing – This is a statutorily mandated public hearing with the Joint City-County Commission. The Commissions review comments received from State agencies regarding each of the proposed amendments and votes on whether to adopt the proposed amendments. Each interested citizen has up to three minutes to speak.

Rezoning Public Hearings – For approved map amendments that require rezoning, Public Hearings occur at the respective City Commission or County Commission meetings following the Joint City-County Adoption Public Hearing. Each interested citizen has up to three minutes to speak.

 


 

 

Proposed City Amendments

1718 Mahan (TMA2023-001)

 

1718 Mahan Dr (TMA2023-001)

Applicant: Darren Rajendranath
Jurisdiction: City of Tallahassee

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Residential Preservation (RP) to Urban Residential 2 (UR-2) on approximately 5.6 acres. The parcel is located at the northeast corner of the intersection of Mahan Drive and Marys Drive. Staff recommends expanding this amendment to an additional 3.99 acres to include the Brandt Place Townhouses to the immediate west of the subject site, as they exceed the allowable density of the current RP land use category. This change will correct the existing non-conformity on these parcels. The current land use category functions to protect existing stable and viable residential areas from incompatible land use intensities and density intrusions. The proposed Urban Residential 2 land use category is intended to encourage a range of density housing, thereby promoting infill development, reducing urban sprawl, and maximizing efficiency of infrastructure.  Residential development is permitted up to 20 dwelling units per acre in the requested FLUM designation.

Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Residential Preservation – 2 (RP-2) to Medium Density Residential (MR) is requested to implement the proposed amendment to the Future Land Use Map. The maximum gross density allowed for new residential development in the MR district is 16 dwelling units per acre, with a minimum density of 6 dwelling units per acre.

5411 Capital Circle SW (TMA2023-003)

Jurisdiction: City of Tallahassee

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Heavy Industrial (I) to Suburban (SUB) on approximately 3.23 acres. The parcel is located at the northwest corner of the intersection of Capital Circle SW and Woodville Highway. The current land use category is intended to contain industrial uses which have or may have substantial off-site impacts.

The proposed Suburban land use category is intended to create an environment for economic investment or reinvestment through the mutually advantageous placement of employment and shopping opportunities with convenient access to low to medium density residential land uses.. Residential development is permitted up to 20 dwelling units per acre depending upon the development pattern as listed in the Future Land Use Element.

Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Industrial (I) to General Commercial (C-2) is requested to implement the proposed amendment to the Future Land Use Map.

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Lake Protection (LP) to High Intensity Urban Activity Center (AC) on approximately 1.7 acres. Staff recommends an additional two (2) acre parcel immediately west of the subject area be included in this amendment. These two parcels are located near the southwest corner of the intersection of Thomasville Road and Maclay Road. Although the current land use category is intended to ensure that development within the Lake Jackson basin occurs in a sustainable and environmentally sound manner with minimal impact to water quality, the subject area is not within the Lake Jackson drainage basin.

The proposed AC land use category is intended to provide community wide or regional commercial activities to serve retail needs of large portions of the population located in proximity to multi-family housing and office employment centers. Residential development is permitted up to 45 dwelling units per acre.

Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Lake Protection (LP) to High Intensity Urban Activity Center (AC) is requested to implement the proposed amendment to the Future Land Use Map.

Lambert Heights and Merrivale Rezoning (TMA2023-005)

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation for approximately 35.48 acres in the Lambert Heights/Merrivale neighborhood from Residential Preservation (RP) to University Transition (UT).

The Residential Preservation FLUM designation allows for single-family houses, townhomes, and duplexes at a maximum density of six (6) units per acre.  The University Transition FLUM designation allows for a mix of uses, including smaller scale retail and commercial uses, entertainment commercial uses, offices, and residential housing up to fifty (50) units per acre.

Rezoning Application: A rezoning application has been filed concurrent with this amendment. A zoning change from Residential Preservation 1 [RP-1] to University Transition (UT) is being requested to implement the proposed amendment to the Future Land Use Map.

The site is located at the southeast corner of the intersection of Tharpe Street and Old Bainbridge Road. The current GO land use category is intended to contain facilities which provide for the operation of and provision of services on property owned or operated by local, state and federal government.

The proposed Suburban (SUB) land use category is intended to create an environment for economic investment or reinvestment though the mutually advantageous placement of employment and shopping opportunities with convenient access to low to medium density residential land uses.

Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Urban Pedestrian 1 (UP-1) to General Commercial (C-2) is requested for the two parcels subject to the small scale map amendment and two additional adjacent parcels. The four parcels subject to the rezoning request total approximately 1.49 acres.

Small Scale Map Amendment: This is a publicly initiated request to change the Future Land Use Map (FLUM) designation from Government Operational (GO) to University Transition (UT) on approximately 0.8 acres. The parcel is located at Ocala Road, north of 2006 Crabapple Drive. The current Government Operational category is intended to contain facilities which include those identified on the Land Use Development Matrix as Community Services, Light Infrastructure, Heavy Infrastructure, and Post-Secondary, that provide for the operation of and provision of services on property owned and operated by local, state, and federal government.

The proposed University Transition category is intended to transition from present industrial, and lower density residential uses to those more compatible with vibrant urban areas and shall remain within a compact area located in close proximity land owned by the universities and existing areas designated as University Transition.

Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Residential Preservation- 1 (RP-1) to University Transition (UT) is requested to implement the proposed amendment to the Future Land Use Map.

Southside Action Plan (TTA2023-009)

Text Amendment: The City Commission adopted the Southside Action Plan at their meeting on January 18, 2023 and initiated the proposed Southside Action Plan text amendment (Attachment 1) into the 2023 Comprehensive Plan amendment cycle. The proposed amendment amends Goal 11 [L] Southern Strategy Area to update goals, objectives, and policies related to the Southern Strategy Area and formally renames it as the Southside Action Plan. Additional updates to the Vision Statement, Utilities Element, Housing Element, and Capital Improvements Element to replace Southern Strategy Area with the adopted Southside Action Plan are included in this amendment.
