Miccosukee Rd./Fleischmann Rd. Intersection Improvement Project History
Even though the City Commission approved the project on April 11, 2012, planning began much earlier with stakeholders.
In 2004, the City Commission approved a Chapter 163 Development Agreement with Regional Center, LLC. The Agreement stipulated that, in exchange for the donation of right-of-way by Regional to the City for the construction of the Welaunee Boulevard Extension, the City agreed to construct certain traffic mitigation projects resulting from the development. One of the identified projects was the improvement of the intersection of Fleischmann Road and Miccosukee Road.
Under current conditions, this intersection is deficient; it operates at the adopted Level of Service (LOS) D. Improving this intersection is essential to raising the LOS to the community acceptable level. The proposed intersection improvement would enhance both emergency and non-emergency vehicle access to a major medical center complex, Capital Regional Medical Center. Additionally, it would serve to enhance transportation access to several major proposed development projects located less than one mile from the intersection.
The City sought and received public input for the intersection improvement. In addition, the City's Engineering staff met with Leon County Engineering staff on several occasions to discuss the proposed improvements. The meetings served to exchange information and solicit input on alternate intersection alignments.
The City's Engineering staff met with the Tallahassee-Leon County Canopy Road Citizen's Committee (CRCC) several times, which culminated in a positive recommendation at the CRCC's last meeting on March 7, 2012. The large roundabout was documented as their preferred option.
Permitting for this project includes construction in both the City's and County's permitting jurisdictions, with the majority of the roundabout being located within the City's jurisdiction. (See the Leon County Commission agenda for April 10, 2012, for more information.)
