City Commission to hold Budget Workshop

The Tallahassee City Commission will hold a workshop on Wednesday, July 11, at 1 p.m. in the City Commission Chambers, second floor, City Hall, 300 South Adams Street.
At the workshop, which marks the sixth publicly noticed meeting to discuss the budget this year, staff will present the third quarter results for Fiscal Year 2018 (FY18), which provides recommended direction to ensure that the City’s 14 operating funds are on track to finish the year in a balanced state.
The FY18 online budget report, which recently received the Government Finance Officers Association Distinguished Budget Award, can be viewed here. This designation reflects the commitment of the City Commission and staff to meet the highest principles of governmental budgeting. As an award recipient, the City is recognized for pioneering efforts, in its second year of an online presentation, to improve the quality of budgeting and serves as an example for other governments throughout the nation.
Additionally, the FY19 Capital Improvement Plan (CIP), which is in its final stages of development, will be discussed during the workshop. The CIP provides a five-year planning outlook that touches projects from all 14 operating funds. The current FY18 CIP includes funding for the Tallahassee Police Department’s body-worn camera program, an annual $6.5 million investment in street resurfacing and the design and development of two new parks plus a new senior center.
The City Commission directed staff to evaluate outside agency funding, based on new and increasing requests, to ensure a balanced general fund budget for FY19. There is a recommendation to fund 25 agencies that complement City services.
On June 6, the City Commission affirmed maintaining 4.1000 mills for property taxes, well in advance of the August 3 deadline for Truth in Millage (TRIM) statements mailed by the Property Appraiser. The growth in appraised value on the TRIM notices and from new construction will go to support public safety, roads, sidewalks, parks, recreation and human services. The City Commission will conduct two public hearings on September 12 and 26 to enable adoption and appropriation for the start of the October 1 fiscal year.
