Homeowner Rehabilitation Program
The rehabilitation and preservation of owner-occupied housing has been identified as a key priority for the City of Tallahassee (COT). Committed to improving the quality of affordable housing, the COT allocates a substantial portion of its housing budget each year to the Homeowner Rehabilitation Program.
What is the Homeowner Rehabilitation Program?
The Housing and Community Redevelopment Division (HCRD) provides the Homeowner Rehabilitation Program (HRP) through three local non-profit organizations: Tallahassee Urban League, Home Rehabilitation and Development, Inc., and Bethel CDC.
The goal of the HRP is to enhance and strengthen neighborhoods through the rehabilitation of owner-occupied housing.
There are several types of repairs not provided through this program, as it is not for “remodeling” or “home maintenance.”
This program will provide up to $25,000 in assistance for owner-occupied single-family homes to make needed repairs and to meet the city building codes and ordinances. The assistance is provided in the form of a zero-interest loan that requires no monthly payments. If the homeowner continues to occupy the home for a minimum of ten years* after the repairs are complete, then the loan amount is forgiven.
The program serves only very low- income and low-income homeowners (see HUD income guidelines), residing within the corporate limits of the City of Tallahassee. The house must be owner-occupied (that is, owned by the person or persons living in the house). Rehabilitation assistance is not available for mobile homes.
