TALLAHASSEE, FL (November 10, 2020) | The Tallahassee International Airport, anticipates applying for Rebuild Florida General Infrastructure Repair Program funding provided by the U.S. Department of Housing and Urban Development (HUD) to address unmet disaster recovery needs related to damage from Hurricane Michael. This program is being administered by the Florida Department of Economic Opportunity (DEO) through the Community Development Block Grant – Disaster Recovery (DGBG-DR) Program. A total of $223,032,145 in funding has been allocated by DEO for the Rebuild Florida General Infrastructure Repair Program, which will be implemented in two competitive application cycles, with $111,516,145 in funding available in the first round.
To be eligible for consideration of funding, applicants must propose programs or projects that align with CDBG-DR and DEO requirements and priorities as outlined in the action plan and the Federal Register, including but not limited to those set forth below:
- Projects must demonstrate damage tie-back to Hurricane Michael.
- Projects must primarily serve Low to Moderate Income (LMI) populations.
- Projects for infrastructure must support LMI housing.
- Projects must not duplicate benefits.
The following types of infrastructure projects are encouraged:
- Restoration of infrastructure damaged by Hurricane Michael (including water and sewer facilities, streets, drainage, bridges, etc.)
- Removal of debris and other damage
- Water and sewer facilities
- Repair to public facilities such as emergency community shelters
- Demolition, rehabilitation of publicly or privately owned commercial or industrial buildings
- Repair of homeless shelters and disaster shelter facilities
- Renourishment of dunes and/or dune restoration
- Economic revitalization which includes any CDBG-DR eligible activity that demonstrably restores and improves some aspect of the local economy
The Tallahassee International Airport anticipates submitting an application for the International Passenger Processing Facility through the Florida General Infrastructure Repair Program, as detailed below.

International Passenger Processing Facility
Project Description: This project provides for the permitting, construction, construction administration and resident project representative services for the development of a stand-alone international port of entry Federal Inspection Station (FIS) and Foreign Trade Zone (FTZ) at the Tallahassee International Airport. The facility is anticipated to facilitate economic development for the Airport and the North Florida/South Georgia region by increasing international commerce through the Airport. An FTZ will also result in the direct and indirect creation of over 1,600 jobs in the Northwest Florida region.
Two of the nine counties within the proposed FTZ, Franklin & Wakulla counties, are within the areas considered to be disproportionately economically affected by the 2010 Deepwater Horizon oil spill. All nine FTZ counties were areas of Hurricane Michael Major Disaster Declaration. Many of these areas were hit especially hard in the devastation from Hurricane Michael that destroyed over $1 billion in timber and other agricultural industry. The addition of the necessary international trade and travel infrastructure to facilitate the establishment of an FTZ in this impacted region will create opportunities for economic diversification and job creation in a multitude of industries with varying salary levels.
The proposed TLH International Passenger Processing Facility and Federal Inspection Station establishes the framework for a new FTZ that would become an economic development tool that can be used by a wide array of stakeholders to grow business capacity, and to recruit new, diverse industry to the region.
Comments from the public must be received no later than 5:00 PM on Tuesday, November 24, 2020. All comments will be considered, and proposed changes will be submitted to DEO. Additional information relating to the proposed projects and applications is available for review by request.
