Welaunee Planned Unit Development Concept

Background
In 2006, the City, through the Electric Utility, purchased 428 acres of land from Powerhouse. This land is commonly referred to being located in the "Toe" of the Welaunee property. The balance of the land in the Toe is owned by CNL Real Estate & Development and Powerhouse. The land was purchased to facilitate the installation of a new 115 kv electric transmission line to serve the growing needs of the community. At the time the land was purchased, the intent was to complete the transmission line installation and then, at a future date, sell the land for development, allowing the City and its Electric Utility to recover the initial purchase costs.
This property is all contained in the Welaunee Critical Area Plan (CAP) component of the Tallahassee/Leon County Comprehensive Plan. As such, one of the City's obligations calls for the development of a stormwater facilities master plan (SFMP), in conjunction with the portion of the Toe owned by CNL. In order for the City to develop a valid SFMP, a development concept plan needed to be developed.
The City has embarked on the creation of a development concept plan and SFMP. It is the City's intent to seek approval of a Planned Unit Development (PUD) that will outline the future development for this parcel. In developing this PUD, the City is committed to:
- Developing a concept plan that is consistent with the adopted CAP.
- Identifying a compact development pattern, as opposed to a sprawling development pattern, thereby reducing the impacts.
- Preserving sensitive areas, such as canopy trees and areas of significant slope, around Dove Pond and the Miccosukee Greenway.
- Offering an expanded network of open space and conservation/preservation areas with trails adjacent to the Miccosukee Greenway.
- Requiring more land area for stormwater than described in the adopted CAP - Welaunee Toe Generalized Site Plan and the 2002 Toe and Heel - Data Analysis Report - Toe Preliminary Concept Plan.
- Adhering to the Edenfield Road and Arendell Road vehicular connection to Miccosukee Road (as identified in the CAP), while providing flexibility for final determination of the alignment as further studies are completed and evaluated.
