Retiree Health Insurance
Retirees with the City of Tallahassee are allowed to continue their group medical insurance coverage with CHP or BCBS after retirement, provided they were enrolled when they retired. IMPORTANT: If you cancel medical coverage on yourself (the retiree), you will not be allowed to join in the future. This does not apply to adding/removing coverage for dependents.

Important Information - Please Read
If you cancel coverage: Please be aware that if you decide to cancel medical coverage with the City , you will not be allowed to rejoin in the future. Note: This applies only to you (the retiree), and not to the cancellation of coverage for any dependents.
Coverage changes: If you are enrolled in CHP or BCBS you may not make changes
outside of open enrollment unless you have experienced a "Qualifying Event" (for details download and read "Changes Allowed Outside of Open Enrollment"- PDF). During the open enrollment period each year a retiree who currently has medical coverage with the City has the option to change to either plan offered (currently CHP and BCBS). In addition, if you have CHP and move out of the coverage area, you are allowed to change to BCBS.
Taxable premiums: Once you leave the City, insurance preminums deducted from monthly pension payments are taxable and as such will be included in the amount on which Federal Income Tax Witholding is calculated.
Pension Protection Act of 2006 (Health Insurance Credit for retired Police Officers/Firefighters)
This legislation allows "eligible retired public safety officers" to elect to exclude from gross income certain deductions made from your Pension Plan to pay for "qualified health insurance premiums." The exclusion is limited to amount of annual premiums paid, up to $3,000, and was effective January 1, 2007. (download 2009 update - PDF)

The BCBS Plan uses a Preferred Patient Care (PPC) network, as well as copays. Except where there are copays, when you use BCBS (In-Network) Providers, the plan pays 100% of a specially negotiated rate for covered services, once your deductible is met. If you choose to use non-PPC (Out-of-Network) providers, the plan pays 60% of the Approved Fee Schedule after the deductible is met. The plan provides world-wide coverage, and if you use a participating provider outside of Florida, benefits will be paid in accordance with your plan and fee schedule.

Capital Health Plan (CHP)
Capital Health Plan is a comprehensive medical plan called a Health Maintenance Organization, or HMO. Unlike traditional insurance, which pays claims after care is rendered, this plan arranges in advance with physicians and hospitals to provide care to its members and pays them directly for their services. By controlling unnecessary or inappropriate care, it can aford to offer a more comprehensive range of benefits than many traditional insurance plans.
Residency Requirement: To be eligible for membership you must live or work in the CHP service area (Leon , Gadsden, Wakulla, Jefferson, Taylor, Liberty or Calhoun counties). If you move out of the service area, you are not allowed to continue coverage with CHP. However you have the option at that time of changing to BCBS.
