Joint Press Release: Operation Safe Summer

In response to citizen complaints of criminal activity and incidents of gun violence, the Tallahassee Police Department’s High-Risk Offender Bureau initiated a plan to curtail crime in our community. The Violent Crimes Response Team (VCRT), Community Oriented Policing and Problem Solving (COPPS) Squads and K9 Team, are working together to stop crime and violence. Part of the plan includes high visibility patrols, traffic stops and surveillance of locations throughout the city which have been prone to criminal activity. Also teaming up with TPD are LCSO’s SPIDER unit, helicopter as air support and K9 team.
“Operation Safe Summer” began on June 12 and numerous arrests have been made including gun charges and drugs seized. Here is a summary of arrests made and highlights of some cases made between June 12th – 22nd:

- MDMA seized- 4 grams
- Flakka Seized- 163 grams
- Alpha PVP seized- 1 gram

Summary of Significant Arrests:
On June 13, 2019 at approximately 8:11 p.m., patrol officers responded to a call regarding a man with a gun in the area of the 2000 block of South Adams Street. After arriving on scene, an extensive investigation was conducted to locate the suspect by canvassing the neighborhood and speaking with citizens. Officers were able to identify the suspect and locate the gun which was a loaded .25 caliber. The gun had been hidden in an unsafe location where children could have found it. Carveco D. Chancellor, a Convicted Felon, was arrested on charges pertaining to the gun.

- Unsafe Storage of a Firearm pursuant to Florida Statute 790.174.
On June 12, 2019 at approximately 10:57 p.m., a traffic stop was conducted in the area of South Meridian Street and Oakland Street when the vehicle ran a stop sign. Probable cause was established to conduct a search of the vehicle. Located under the driver’s seat, there was a loaded and unsecured handgun. Ryan Walters was arrested for carrying a concealed firearm without a license.

- Carrying a Concealed Firearm While Unlicensed pursuant to Florida Statute
A traffic stop on a black passenger vehicle at S. Meridian and Castlewood for an equipment violation. Contact was made with the driver and sole occupant of the vehicle, Reginald Thurman. During the conversation, the plain smell of cannabis was detected coming from inside the vehicle. Upon instructing Thurman to exit the vehicle, a pat search of his waistband revealed him to be in possession of a loaded Carl Walther .22 caliber semi-automatic pistol. A search of the vehicle was conducted and cannabis was located throughout the vehicle. Thurman was arrested for the following charges.

- Carrying a Concealed Firearm and Poss. of Cannabis under 20g
Contact was made with persons in a suspicious vehicle parked in the roadway at the intersection of Millard Street / Webster Street. When contact was made, Jerome Nealy was sitting on the hood of the vehicle. While in conversation with Nealy, the odor of cannabis could be detected coming from inside the vehicle. A search of the vehicle was conducted, and multiple baggies of cannabis (35.4 grams), a scale, and empty baggies were located. Post Miranda, Nealy admitted the vehicle was his along with the cannabis. A check of Nealy revealed him to be on probation for several counts of Armed Robbery with a Firearm. Nealy was arrested for the following:

A traffic stop was conducted on a black Honda for an equipment violation. As contact was being made with the front seat passenger, Joe Slater, he was observed throwing an object behind his seat. A closer look at the object Slater was observed throwing revealed it to be a small silver Raven Arms .25 auto caliber firearm. The firearm was seized, and Slater was placed under arrest. A check of Slater revealed him to be a convicted
felon and listed as a violent felony offender. Slater was also on probation for aggravated battery with a deadly weapon. Slater was transported to the Detention Facility.

19-92852 / Homicide / 1815 S. Adams Street - All units working the Summer initiative responded to the homicide at 1815 S. Adams Street. Officers searched the immediate area and areas where it was believed the suspect might be going. Officers located the suspect standing in the rear parking lot at Checkers; the suspect was taken into custody. For a majority of the shift, Officers coordinated with CIB investigators to assist with the investigation. Officers collected video evidence and helped determine other pertinent information related to the investigation.
19-92130 / Recovered Stolen Vehicle / 2833 S. Adams Street - Officers located a vehicle leaving Apalachee Ridge Neighborhood that had the wrong tag attached. A traffic stop was initiated, and the vehicle fled. Air 1 was able to follow the vehicle to 2833 S. Adams Street, where the driver and occupant fled on foot. Officers and Deputies flooded the area, and the two suspects were immediately apprehended. At the conclusion of the investigation, both suspects were arrested and transported to the LCDF. The owners responded to retrieve their vehicle, and they were very complimentary of all law enforcement efforts.
