Multiple Agencies Work Together to Nab Criminal

On October 24, 2017, U.S. Immigration and Customs Enforcement's (ICE) Customs and Border Protection (CBP), Panama City, Florida, identified two international parcels destined for Tallahassee, Florida. CBP selected the packages for examination and plastic bottles in each parcel containing an unknown liquid substance were found. The substance within the bottles was field tested and identified as gamma-Butyrolactone (GBL). GBL is a Schedule 1 Controlled Substance, which has similar effects to GHB which is commonly used as a steroid substitute and also known historically as a "date rape drug." Both parcels were turned over to Homeland Security Investigations (HSI), Resident Agent in Charge (RAC), Tallahassee, Florida, for investigation.
On October 26, 2017, Homeland Security Investigations (HSI) Tallahassee and the Tallahassee Police Department’s Special Investigations Unit conducted a thorough investigation and determined the package had been ordered by Thad Ray, who is a registered sex offender and is currently on probation. Mr. Ray was located and arrested while in possession of the packages. He was then transported to the Leon County Receiving Facility for processing. The probable cause is attached to this release. It has been redacted in accordance with Florida Statute 119.07(2)(e), 119.071(5)(a) & 119.071(2)(d).
