The Tallahassee-Leon County Comprehensive Plan was adopted on July 16, 1990. The Comprehensive Plan contains three volumes. Volumes II and III contain the data and analysis on which the Goals, Objectives, and Policies of Volume I are based. Volume I provides guidance in evaluating individual development proposals within a defined growth management strategy.
The Goals, Objectives, and Policies within Volume I also provide the basis for the individual development regulations formulated to implement this plan. The Comprehensive Plan is a dynamic document which is presently amended on an annual basis. Information concerning the amendment process is available at the Tallahassee-Leon County Planning Department. The Planning Department is located within at Frenchtown Renaissance Center, 435 North Macomb Street and can be reached by email or by calling (850) 891-6400.

Thru Amendment Cycle 2015-1
At the Board of County Commissioner's Annual Retreat, the Board identified a Strategic Initiative aimed at revising, reformatting, and generally improving the overall usability of the Tallahassee-Leon County Comprehensive Plan. Per this direction, the format of the Comprehensive Plan was redesigned to modernize its appearance and for better readability. No changes to the contents of the Comprehensive Plan were made in the reformatting process.
The updated digital version of the Comprehensive Plan has been reformatted with the following improvements:
- Reformat Plan page orientation from 'Portrait' to 'Landscape' with two columns per page to improve readability.
- Create a Table of Contents with page numbers for the entire Comprehensive Plan.
- Add consecutive page numbers for the entire Plan.
- Create an index with cross-referenced terms.
