City Amendment

1717 West Tennessee Street (TMA2021002)

Applicant: Campus and Main FSU 1 LLC
Jurisdiction: City of Tallahassee
Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from both Suburban (SUB) and University Transition (UT) to only Suburban (SUB) on a parcel totaling .44 acres. Part of this parcel is already classified as SUB. The parcel is located in between Call Street and West Tennessee Street. The applicant is seeking the land use change to allow for a potential drive thru, and to expand their options for connecting the front and rear parking areas. Additionally, this land use change will bring the parcel into one category instead of splitting it into two categories.

The existing UT land use allows 50 dwelling units per acre. The intent of the UT category is to provide housing for students and close in housing opportunities to the downtown for professionals. Retail commercial limited to a smaller scale classification to provide essential services to immediate residents and ancillary needs of universities is allowed. The proposed Suburban category allows a mixture of office, commercial uses and residential densities up to 20 units per acre. The intent of the Suburban land use category is to create an environment for economic investment or reinvestment through the mutually advantageous placement of employment and shopping opportunities with convenient access to low to medium density residential land uses.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from University Transition (UT) and Commercial Parkway (CP) to only Commercial Parkway (CP) is being requested to implement the proposed amendment to the Future Land Use Map.

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Urban Residential 2 (UR-2) to Industry and Mining (IM) on approximately 7.72 acres. The subject area is located along the east side of Sand Road, south of Jackson Bluff Road. The current UR-2 designation is intended to allow a range of infill residential uses up to a maximum of 20 dwelling units per acre with no minimum. The proposed Industry and Mining FLUM category is intended to allow light industrial, mining, and heavy industrial uses.
Rezoning Application:A rezoning application will be processed concurrently with this amendment. A zoning change from Single Family Detached Residential (R-1)to Mining will be requested to implement the proposed amendment to the Future Land Use Map.

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Suburban (SUB) to Industry and Mining (IM) on approximately 3.37 acres. The subject area is located along the south and east sides of Capital Circle Southeast, approximately 1,300’ south the intersection of Capital Circle Southeast and Tram Road. The current Suburban FLUM designation is intended to allow a range of low and medium density residential, office, and retail development with a maximum residential density 20 dwelling units per acre and a maximum non-residential intensity between 10,000 and 80,000 square feet per acre, depending on the intended development pattern. The proposed Industry and Mining FLUM category is intended to allow light industrial, mining, and heavy industrial uses.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Light Industrial (M-1) to Industrial is requested to implement the proposed amendment to the Future Land Use Map.

Large Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Urban Residential 2 (UR-2) & Governmental Operational (GO) to Industry and Mining (IM) on approximately 51.1 acres. The subject area is located along the east side of Aenon Church Road south of Highway 20.
The current UR-2 designation is intended to allow a range of infill residential uses up to a maximum of 20 dwelling units per acre with no minimum. The GO category is intended to allow facilities such as community services, light and heavy infrastructure, and post-secondary uses that provide for the operation of and provision of services on property owned or operated by local, state and federal government. The proposed Industry and Mining FLUM category is intended to allow light industrial, mining, and heavy industrial uses.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Single Family Detached, Attached Two-Family Residential (R-3) to Mining will be requested to implement the proposed amendment to the Future Land Use Map.

Large Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Suburban to Industry and Mining (IM) on approximately 40 acres. The subject area is located east of Entrepot Boulevard and north of the Airport Centre Industrial Park and Paradise Village residential subdivision.
The current Suburban FLUM designation is intended to allow a range of low and medium density residential, office, and retail development up to a maximum of 20 dwelling units per acre with a minimum of six units depending on the intended development pattern. The proposed Industry and Mining FLUM category is intended to allow light industrial, mining, and heavy industrial uses.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Light Industrial (M-1) to Industrial is requested to implement the proposed amendment to the Future Land Use Map.

Large Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Urban Residential 2 (UR-2), Governmental Operational (GO), and Residential Preservation (RP) to Industry and Mining (IM) on approximately 66.8 acres. The subject area is located south of Tram Road and directly east of Campbell Pond City Park.

The current UR-2 FLUM designation is intended to allow a range of infill residential uses up to a maximum of 20 dwelling units per acre with no minimum. The GO category is intended to allow facilities such as community services, light and heavy infrastructure, and post-secondary uses that provide for the operation of and provision of services on property owned or operated by local, state and federal government. The RP category is intended to allow single family, townhouse and cluster housing up to six units per acre. The proposed Industry and Mining FLUM category is intended to allow light industrial, mining, and heavy industrial uses.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Single Family Detached, Attached Two-Family Residential (R-3) and Residential Preservation (RP) to Mining will be requested to implement the proposed amendment to the Future Land Use Map.

Jurisdiction: Leon County
Small Scale Map Amendment: This is a request to change the Future Land use Map (FLUM) designation from Rural (R) to Suburban (SUB) on two parcels totaling 1.6 acres inside of the Urban Services Area. The parcels are located off Apalachee Parkway on WW Kelley Road. The applicant is seeking the land use change to allow for the development of a neighborhood retail store.

The current Rural category is intended to maintain and promote agriculture, silviculture, and natural resource-based activities, to preserve natural systems and ecosystem functions, and to protect the scenic vistas and pastoral development patterns that typify Leon County’s rural areas. Single family residential uses are allowed in the Rural category at a maximum density of one (1) dwelling unit per ten (10) acres. Non-residential uses functionally related to and directly in support of agricultural silvicultural, and other natural resource-based activities may be permitted in the Rural category at a maximum intensity of 2,000 sq. ft. per acre. The proposed Suburban category allows a mixture of office, commercial uses and residential densities up to 20 units per acre. The intent of the Suburban land use category is to create an environment for economic investment or reinvestment through the mutually advantageous placement of employment and shopping opportunities with convenient access to low to medium density residential land uses.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Rural (R) to General Commercial (C-2) is being requested to implement the proposed amendment to the Future Land Use Map.

Bicycle and Pedestrian Master Plan (TTA2021004)

Jurisdiction: Joint City of Tallahassee and Leon County
Text Amendment: This is a text amendment to create a policy that supports the implementation of the Capital Region Transportation Planning Agency’s (CRTPA’s) Tallahassee-Leon County Bicycle and Pedestrian Master Plan (BPMP). The requested amendment will adopt the BPMP by reference.

Comprehensive Plan Amendment Meeting Descriptions

The Comprehensive Plan amendment process includes a series of meetings. Descriptions of these meetings are below.

Public Open House – This open house occurs soon after the application deadline. The primary purpose of this meeting is to inform the public of the applications received and provide an opportunity for preliminary comments.

Local Planning Agency Workshop – The intent of this workshop is to allow Local Planning Agency (LPA), also known as the Planning Commission, and Tallahassee-Leon County Planning Department (TLCPD) staff to have an in-depth discussion of each of the proposed Comprehensive Plan amendments. The workshop is open to the public; however, no public comments are taken.

Local Planning Agency Public Hearing – This is a statutorily required public hearing with the Local Planning Agency. At this hearing, the LPA receives TLCPD staff recommendations on each of the proposed amendments and moves their own recommendations for the Joint City-County Commission. Each interested citizen has up to three minutes to speak.

Joint City-County Commission Workshop – Similar to the LPA Workshop, the intent of this workshop is to allow Joint City-County Commission and TLCPD staff to have an in-depth discussion of each of the proposed Comprehensive Plan amendments. The workshop is open to the public; however, no public comments are taken.

Joint City-County Transmittal Public Hearing – This is a statutorily mandated public hearing with the Joint City-County Commission. The Commissions receive TLCPD and LPA recommendations on each of the proposed amendments and votes on whether to transmit the proposed amendments to State agencies for review. Each interested citizen has up to three minutes to speak.

Joint City-County Adoption Public Hearing – This is a statutorily mandated public hearing with the Joint City-County Commission. The Commissions review comments received from State agencies regarding each of the proposed amendments and votes on whether to adopt the proposed amendments. Each interested citizen has up to three minutes to speak.

Rezoning Public Hearings – For approved map amendments that require rezoning, Public Hearings occur at the respective City Commission or County Commission meetings following the Joint City-County Adoption Public Hearing. Each interested citizen has up to three minutes to speak.
