American Recovery & Reinvestment Act (ARRA)
The American Recovery and Reinvestment Act (ARRA) was signed into law by President Obama on February 17, 2009. The purpose of ARRA is to create jobs, promote economic recovery and assist those who are most impacted by the recession by providing $789.5 billion in tax cuts, spending provisions and general welfare assistance to eligible citizens and organizations.
An Appropriations Summary from the U.S. House of Representatives described the purpose of the act this way:
Our short-term task is to try to prevent the loss of millions of jobs and get our economy moving. The long-term task is to make the needed investments that restore the ability of average middle-income families to increase their income and build a decent future for their children.
The types of investments of interest to local government include:
- transportation and transit
- community development
- homelessness
- law enforcement
- water reclamation and reuse
- brownfields
- clean diesel technology
- neighborhood stabilization
- housing energy retrofits
- broadband technology
