SUBJECT/TITLE: Election of the Mayor Pro Tem
TARGET ISSUE: N/A
STATEMENT OF ISSUE
The City Charter requires the election of the Mayor Pro Tem to be conducted annually at a reorganization meeting held no later than seventeen (17) days after the Regular Municipal election date, even if no election is scheduled or required. Since there are no new Commissioners to be installed this year, a reorganization meeting is not required.
Over the past several years, the Commission has selected the first regularly scheduled Commission meeting following the first Monday in November as the date to select the Mayor Pro Tem. Taking this action will allow the selection to be made within the timeframe required by the Charter.
RECOMMENDED ACTION
Elect the Mayor Pro Tem to perform the duties of the Mayor in cases of absence or inability of the Mayor to perform such duties; the Mayor Pro Tem will serve until November 2010.

HISTORY/FACTS & ISSUES
The 2004 City Charter amendment modified the City’s election dates by making them coincide with State or Federal elections held in the fall. This resulted in the installation of the Mayor and City Commissioners being moved to November in even-numbered years. For purposes of consistency, the selection of the Mayor Pro Tem has also been made in November in odd-numbered years even though a formal reorganization meeting is not required.
