SUBJECT/TITLE: Introduction of Ordinance Adopting Comprehensive Plan Amendments, Cycle 2009-2 (Ordinance No. 09-O-43)

STATEMENT OF ISSUE
The City Attorney’s Office has drafted an ordinance (Ordinance 09-O-43) to adopt the Cycle 2009-2 amendments to the Comprehensive Plan. (Attachment 1) The ordinance must be introduced prior to the joint public hearing scheduled for October 13, 2009, before the City Commission and Leon County Board of County Commissioners.
RECOMMENDED ACTION
Approve Option 1: Approve introduction of Ordinance No. 09-O-43, and set the public hearing at the joint meeting of City Commission and Leon County Board of County Commissioners on October 13, 2009, at 6:00 p.m., Leon County Courthouse.

HISTORY/FACTS & ISSUES
On June 3, 2009, the City Commission and Leon County Board of County Commissioners met in a joint meeting to consider proposed Comprehensive Plan amendments (Cycle 2009-2). The City Commission approved 8 map amendments and 8 text amendments to the 2010 Comprehensive Plan for transmittal to the Department of Community Affairs (DCA) as follows:

The DCA report, dated August 18, 2009, with DCA’s objections and comments on the transmitted amendments has been received. (Attachment 2) The Planning Department staff will brief the joint commissions on DCA’s objections and comments at the October 13, 2009, joint meeting.
Planning staff will present a full report on all amendments at the joint meeting of the City Commission and County Commission on October 13, 2009, at which time the City Commission will act on the proposed Ordinance No. 09-O-43 adopting the 2009-2 cycle amendments listed above. (Attachment 1) The County Commission will consider and take action on a similar ordinance.
OPTIONS
1. Introduce Ordinance No. 09-O-43, and set the public hearing at the joint meeting of City Commission and Leon County Board of County Commissioners on October 13, 2009, at 6:00 p.m., Leon County Courthouse.
2. Introduce Ordinance No. 09-O-43, as revised by the City Commission, and set the public hearing at the joint meeting of City Commission and Leon County Board of County Commissioners on October 13, 2009, at 6:00 p.m., Leon County Courthouse.
3. Do not approve introduction of Ordinance No. 09-O-43, and provide direction to staff.
