SUBJECT/TITLE: Approval of Resolution Nos. 09-R-21 and 09-R-22 and Acceptance of Supplemental Joint Participation Agreements with the Florida Department of Transportation

STATEMENT OF ISSUE

The Aviation Department has received supplemental Joint Participation Agreements (JPAs) from the Florida Department of Transportation (FDOT) for Terminal Rehabilitation Improvements (COT No. 07125, FDOT No. 22678119401, Resolution 09-R-21) and Marketing/Promotional Studies, Plans, Programs and Materials (COT No. 99111, FDOT No. 22679219401, Resolution 09-R-22). These projects are in the Airport’s approved Capital Improvement Program (CIP). FDOT matching grants are required to be executed in the form of a Joint Participation Agreement (JPA) and a resolution, authorizing acceptance of that JPA. The Aviation Department seeks approval of the Resolutions and authority to execute the JPAs.

RECOMMENDED ACTION

Option 1: Approve Resolution Nos. 09-R-21 and 09-R-22 and authorize the execution of Supplemental Joint Participation Agreement Nos. 22678119401 and 22679219401with the Florida Department of Transportation.

FISCAL IMPACT

$1,554,101 FDOT Grant Funds for the Airport Capital Improvement Program. Matching funds are already provided in the approved Airport CIP. Budget and Policy has reviewed this agenda item and concur that it meets budget guidelines.

SUPPLEMENTAL MATERIAL/ISSUE ANALYSI

HISTORY/FACTS & ISSUES

The Airport receives funding for its approved Capital Improvement Program (CIP) from a variety of sources, including the Florida Department of Transportation (FDOT). Funding from FDOT comes in the form of Joint Participation Agreements (JPAs). For FY10, those JPAs include:

FDOT requires the Airport to match these funds. Matching funds for the Terminal Rehabilitation Improvements project (COT No. 07125) and Marketing/Promotional Studies, Plans, Programs and Materials project (COT#99111) and are already included in the approved Airport CIP.

CHARITABLE CONTRIBUTIONS

OPTIONS

1. Approve Resolution Nos. 09-R-21 and 09-R-22 and authorize the execution of Supplemental Joint Participation Agreement Nos. 22678119401 and 22679219401with the Florida Department of Transportation.

Pro - This option would add $1,554,101 in FDOT Grant Funds to the Airport CIP, allowing the Airport to complete its Capital Improvement Plan. This option will also enhance the Economic Development opportunities in the community by creating contracting opportunities for local firms.

Con - Reduces funds available for grants to other airports in the state.

2. Do not approve Resolutions or acceptance of JPAs.

Pro - This option would free these funds for use at other airports in the state.

Con - This option would result in the loss of $1,554,101 in FDOT Grant Funds and would have a negative impact on the Airport’s ability to complete its Capital Improvement Plan.
