SUBJECT/TITLE: Approval of four Local Agency Program Agreements with FDOT for selected American Recovery and Reinvestment Act of 2009 (ARRA) projects.

STATEMENT OF ISSUE

This item requests Commission approval of four Local Agency Program (LAP) Agreements with the Florida Department of Transportation (FDOT) to provide funding for five selected sidewalk projects funded through the American Recovery and Reinvestment Act of 2009 (ARRA).

RECOMMENDED ACTION

Option 1 — Approve the Local Agency Program (LAP) Agreements with the Florida Department of Transportation to reimburse the City of Tallahassee the actual costs directly related to the design, construction, and construction engineering & inspection (CEI) for five selected sidewalk projects funded through the ARRA as further described in this document and authorize the Mayor to execute the LAP Agreements.

FISCAL IMPACT

There are no anticipated fiscal impacts, as the funding is being provided by the FDOT.

SUPPLEMENTAL MATERIAL/ISSUE ANALYSIS
HISTORY/FACTS & ISSUES

These projects are for the preliminary engineering, design, and construction of five sidewalk projects selected from candidate lists provided to the Florida Department of Transportation (FDOT) by the City and included projects from the Access to Schools Sidewalk List and the Lake Bradford Gateway project specifically described as follows:

Note: Joe Louis Street and Ingleside Avenue are combined into one LAP Agreement and will be let as one contract.

The FDOT will reimburse the City of Tallahassee for the actual costs directly related to the design, construction, and construction engineering & inspection (CEI) of these projects not to exceed the amounts shown above.

CHARITABLE CONTRIBUTIONS

N/A - Federal funds administered through the FDOT.

OPTIONS

1. Approve the Local Agency Program (LAP) Agreements with the Florida Department of Transportation to reimburse the City of Tallahassee the actual costs directly related to the design, construction, and construction engineering & inspection (CEI) for five selected sidewalk projects funded through the ARRA as further described in this document and authorize the Mayor to execute the LAP Agreements.

Pros: This option provides the utilization of available ARRA funding for the proposed facilities.

Cons: None apparent.

2. Do not approve the LAP Agreements and provide staff additional direction.

Pros: None apparent.

Cons: Does not allow for the utilization of available ARRA funding for the proposed facilities.
