SUBJECT/TITLE: Approval of a Local Agency Program Agreement Amendment with FDOT for the Campbell Connector – Bicycle and Pedestrian Trail

STATEMENT OF ISSUE
This item requests Commission approval of a Local Agency Program (LAP) Supplemental Agreement with the Florida Department of Transportation (FDOT) to increase the funding available for the construction of the Campbell Connector, a shared use path from the St. Marks Trail at the intersection of Gaile Avenue and South Monroe Street to Jack McLean Park at the intersection of Paul Russell Road and Zillah Road.
RECOMMENDED ACTION
Option 1 — Approve a Local Agency Program (LAP) Supplemental Agreement with the FDOT to reimburse the City of Tallahassee the actual costs directly related to the design, construction, and construction engineering & inspection (CEI) not to exceed $618,000 and authorize the Mayor to execute the LAP Supplemental Agreement.
FISCAL IMPACT
There are no anticipated fiscal impacts, as the funding is being provided by the FDOT.

HISTORY/FACTS & ISSUES
This project is for the preliminary engineering, design, and construction of the Campbell Connector, a shared use path from the St. Marks Trail at the intersection of Gaile Avenue and South Monroe Street to Jack McLean Park at the intersection of Paul Russell Road and Zillah Road. The preliminary engineering / design phase has been completed and, with this funding, the project is ready to be let for construction upon authorization by FHWA.
The FDOT will reimburse the City of Tallahassee for the actual costs directly related to the design, construction, and construction engineering & inspection (CEI) not to exceed $618,000. The purpose of this supplement is to increase the funds available for construction by $250,000, to a total of $618,000, which is adequate based on the latest estimate.

N/A - Federal funds administered through the FDOT.
OPTIONS
1. Approve a Local Agency Program (LAP) Supplemental Agreement with the FDOT to reimburse the City of Tallahassee the actual costs directly related to the design, construction, and construction engineering & inspection (CEI) not to exceed $618,000 and authorize the Mayor to execute the LAP Supplemental Agreement.
Pro: This option provides adequate funding based on the latest construction estimate as approved by the FDOT and FHWA.
Con: None apparent.
2. Do not approve the LAP Supplemental agreement and provide staff additional direction.
Pro: None apparent.
Con: Does not allow for the timely construction of the proposed facility.
