STATEMENT OF ISSUE
The estimated cost of the Airport Landside Signage Project (COT No. 07126) is $565,000 and the current project budget is $500,000. Based on the project being under-funded, we are requesting a transfer of $100,000 from the GA Access Road Project (COT No. 07127), a project that came in under budget, to the Airport Landside Signage Project. This transfer will cover the under-funded project cost and allow for any contingencies.
Bass Construction, Inc., of Tallahassee, was selected as the vendor for this project through the City bid selection process and will be awarded the contract under the City Commission “Fast Tracking” process if the budget transfer is approved.
The Commission is requested to transfer $100,000 from Project 07127 (GA Access Road Improvements) to Project 07126. Both projects are funded from Passenger Facility Charge (PFC) funds.
RECOMMENDED ACTION
Option 1: Approve the transfer of $100,000 from Project 07127 to Project 07126.
FISCAL IMPACT
This transfers funds from one PFC funded project to another. This item has been reviewed by the Budget Office and Procurement and it meets City budget guidelines.

The Landside Directional Signage Project (COT No. 07126) is for improvements to the directional guidance signage at the Ivan Munroe Terminal. The existing guidance signs were installed with the Terminal construction in 1989 and are beyond their useful life. The contract consists of removing the existing signs and replacing them with new signs. This will conform the look between these exterior signs and those installed inside the terminal a few years ago. This project will coordinate all of the existing guidance signs and provide new signs directing passengers and patrons around the terminal complex.

OPTIONS
1. Approve the transfer of $100,000 from Project 07127 to Project 07126.
Pros: Approval resolves an underfunded project and allows the project to be completed.
Award of the contract for the Landside Directional Signage Project will put another “fast track” project under construction by a local firm adding to the City’s efforts to put people back to work.Cons: Not approving the budget transfer will stop this project, keeping the current signage at the Ivan Munroe Terminal.
2. Do not approve this budget transfer and provide staff with alternate direction.
Pros: Not approving the budget transfer will free the Project 07126 funds to be spent on other projects in the Airport CIP.
Cons: Keeping the current signage is confusing and does not provide a customer friendly image of the Airport or the community.
