SUBJECT/TITLE: Approval of Renaissance Planning Group as StarMetro’s General Planning Consultant (RFQ No. 0053-09-BM-RC)
TARGET ISSUE: N/A

STATEMENT OF ISSUE
StarMetro, through the Procurement Office, solicited proposals for a General Planning Consultant to provide possible assistance on a variety of projects, such as decentralization of the StarMetro route structure.

A total of six (6) proposals were received on February 6, 2009. The selection committee reviewed the proposals submitted, ranked each firm, and asks the City Commission to approve the attached rankings and award the contract to Renaissance Planning Group (Renaissance) located at 519 E. Park Avenue, Tallahassee, Florida. Renaissance is a planning, design and policy analysis consulting firm that professes a dedication to creating “cities that work.” Renaissance has been in business since 1999 and specializes in multimodal transportation planning and urban design to create livable communities.

RECOMMENDED ACTION
Option 1 – approve the Selection Committee’s ranking (see Attachment) for the General Planning Consultant (GPC), RFQ No. 0053-09-BM RC, and authorize the City Manager or her designee to execute the related general contracts with the top ranked firm.

FISCAL IMPACT
There will be no immediate fiscal impact. Individual task orders will be issued on an as-needed basis and funded immediately through the $420,000 allocated at the September 10, 2008 City Commission meeting (Project #0900459). The project impact will be approximately $100,000 annually over a three-year period. The Office of Budget and Policy and Procurement Office have reviewed this item, and it is in compliance with City guidelines.

SUPPLEMENTAL MATERIAL/ISSUE ANALYSIS
HISTORY/FACTS & ISSUES

StarMetro, through the City’s procurement process, solicited proposals for a General Planning Consultant. The selection committee consisted of: Brian Waterman, Sam Scheib and Al Menendez of StarMetro; Cherie Horne of Tallahassee-Leon County Planning Department; and Greg Burke of the Capital Region Transportation Planning Agency.

A total of six (6) proposals were received February 6, 2009. The selection committee reviewed the proposals submitted and ranked each firm. The top three firms presented oral presentations on March 17, 2009. The final ranking was forwarded to the purchasing office on March 17, 2009 for posting. Based on the written proposals, location, and oral presentations, Renaissance was the selected firm.

The GPC, Renaissance, will serve StarMetro in much the same way as the General Engineering Consultants, on retainer, serve the Public Works Department and the Tallahassee Regional Airport. Renaissance will work on evaluating the proposed decentralization study completed by Planning Department staff, conduct an origin – destination study, insure compliance with State and Federal regulations, a comprehensive operations analysis, extra-board study, and other responsibilities deemed necessary by StarMetro. The GPC was funded through the $420,000 allocated for Planning Projects at the September 10, 2008 City Commission Meeting.

CHARITABLE CONTRIBUTIONS
Charitable contributions are not required in this instance, as engineering and survey services are exempt under City of Tallahassee Ordinance #06-O-47AA, passed by the City Commission on February 27, 2006.
