STATEMENT OF ISSUE
This agenda item requests the Tallahassee City Commission approval of funds (up to $125,000) to match funds from the Florida Department of Transportation (FDOT) to perform a Corridor Master Plan for a portion of Woodville Highway (SR 363) - Gaile Avenue to US 98 in Wakulla County (Attachment #1)
RECOMMENDED ACTION
Option 1: Approve the funds necessary (up to $125,000) to match the Florida Department of Transportation funding to perform a Corridor Master Plan for a portion of Woodville Highway.
FISCAL IMPACT
The $125,000 would come from the $6.2 million in funds the City received from Southwood DRI identified for transportation improvements which included Woodville Highway related to the Southwood development.
This item has been reviewed by the City’s Budget Office and Procurement and it meets City budget guidelines.

HISTORY/FACTS & ISSUES
Woodville Highway is listed in two segments within the Capital Regional Transportation Planning Agency (CRTPA) Major Project Priority List for fiscal years 2009-2013. The segments, Tram Road to Capital Circle SE, and Capital Circle SE to Natural Bridge Road, are ranked #5 and #9 priorities, respectively. With increasing impacts to the Woodville Highway corridor from continued development of Southwood and the Capital Circle Office Complex, and impending impacts from the Southside DRI, the need for transportation improvements are becoming more critical. The first phase of improvements to Woodville Highway requires that a PD&E study be performed on the State-maintained roadway. However, prior to the commencement of this effort, the Capital Region Transportation Planning Agency (CRTPA) proposes conducting a Corridor Master Plan. The Woodville Corridor Master Plan would produce a combined land use and transportation plan for the future build out of the Woodville Corridor from Gaile Avenue to US 98 in Wakulla County. This would provide the framework and parameters for conducting the PD&E study.
The FDOT has worked with the Federal Highway Administration (FHWA) to reduce the limits of a PD&E study for Woodville Highway so that it meets the limits desired by the Leon County Board of County Commissioners (Gaile Ave to Capital Circle). The Leon County Board of County Commissioners authorized funding for the PD&E estimated at $1 million. They have also authorized up to $175,000 of their Southwood Proportionate Share Funds for the Woodville project to match funds from FDOT to perform a Corridor Master Plan. Wakulla County has also made a contribution toward the segment of the project that will be in Wakulla County.
The City of Tallahassee’s share of the cost of the Corridor Master Plan is up to $125,000 or 21% of the total project cost.
The Woodville Corridor Master Plan when completed will describe future design of the corridor and how to transit, bicycle, pedestrian and roadway needs will be integrated to form an ultimate mobility plan for the identified land uses in the corridor area for the future.
