STATEMENT OF ISSUE
Elevated Water Tank No. 5, located on Talpeco Road is highly visible to the North Monroe Street area. The coating on the tank has reached the end of its useful life, and re-painting is needed to prevent corrosion and to restore the aesthetics of the tank. The tank was last painted in the early 1990’s, and the coating has deteriorated due to chalking and staining. This request is for City Commission approval and award of a contract to clean and paint the interior and exterior of Elevated Water Tank No.5 to H20 Towers, LLC of Saline, Michigan, the lowest bidder meeting specifications, at a fixed cost of $129,900.
RECOMMENDED ACTION
Option 1: Approve the award of Bid No. 0048-09-TJ-BC to the low bidder, H20 Towers, LLC, of Saline, Michigan, at a fixed cost of $129,900. This option is recommended to maintain the structural integrity and aesthetics of the tank. Refurbishing the tank during the upcoming months when water demand is typically lowest is optimal to minimize impact on system operations.
FISCAL IMPACT
The $129,900 project will be funded from Project No. 09101 (Water Storage Tank Inspection, Cleaning, & Painting), which currently has an unencumbered balance of $353,327 as of February 2, 2009.

HISTORY/FACTS & ISSUES
1. The cleaning and painting of the elevated water storage tank will comply with requirements set by the Florida Department of Environmental Protection, Rule 62-555.360-Operation and Maintenance of Public Water Systems. Fifteen years is a typical useful life for water tank coatings.
2. Fifty (50) vendors requested bid packets under Bid No. 0048-09-TJ-BC. Bids/Proposals from ten (10) vendors were opened on January 8, 2009, and the lowest bidder meeting specifications was H20 Towers, LLC of Saline, Michigan at a fixed price of $129,900 for the interior and exterior cleaning and painting. During the course of this project, the Water Utility will procure the services of a qualified N.A.C.E. (National Association of Corrosion Engineers) Certified Inspector. The Inspector will be responsible for assuring the proper execution of the required bid specifications by the successful contractor.
3. Procurement Services and the Office of Budget and Policy have reviewed this agenda item and concur that it meets purchasing and budget guidelines.
CHARITABLE CONTRIBUTIONS
Award not based on Charitable Contribution Preference, as none of the firms claimed charitable contributions.
OPTIONS
Option 1— Approve the award of Bid No. 0048-09-TJ-BC to the low bidder, H20 Towers, LLC, of Saline, Michigan, at a fixed cost of $129,900. Option 2—Do not award the tank refurbishment contract and delay the cleaning and re-painting of Tank No. 5. This option is not recommended because continuing corrosion may adversely impact the structural integrity of the tank and the deteriorating appearance of the tank will reflect poorly on the City’s image and may lead to citizen complaints.
