SUBJECT/TITLE: Award Bid IFB 0057-09-RM-BC – Hopkins Waste Water Treatment Pond #3 Refurbishment
TARGET ISSUE:

STATEMENT OF ISSUE
The Hopkins Generating Station #3 wastewater treatment pond was constructed in the mid 1980’s. The pond is used to collect, store and treat low volume waste (boiler blow down, plant drains, etc.) from the station during routine day-to-day activities. Once the water is treated and tested to verify it meets environmental guidelines, it is discharged leaving residual sediment to accumulate within the pond. The pond has an impervious liner as required by permits issued by the federal and state environmental agencies. As a result of years of service, natural deterioration and the age of the liner, the pond must be cleaned of sludge and debris and refurbished. This agenda item is to award bid #0057-09-RM-BC, Hopkins Waste Water Treatment Pond #3 Refurbishment, to Comanco Construction Corporation.

RECOMMENDED ACTION
Option 1: Award Bid #0057-09-RM-BC, Hopkins Waste Water Treatment Pond #3 Refurbishment, to Comanco Construction Corporation, the lowest responsive bidder, in the amount of $64,985. Authorize the City Manager to approve contract amendments up to an additional $20,000, if needed.

SUPPLEMENTAL MATERIAL/ISSUE ANALYSIS
HISTORY/FACTS & ISSUES

1. The Hopkins Generating Station #3 wastewater treatment pond was constructed in the mid 1980’s. The pond is used to collect, store and treat low volume waste (boiler blow down, plant drains, etc.) from the station during routine day-to-day activities. Once the water is treated and tested to verify it meets environmental guidelines, it is discharged leaving residual sediment to accumulate within the pond.

2. The pond has an impervious liner as required by permits issued by the federal and state environmental agencies. Normal life of a liner is approximately 20 years. Based on the sediment collection during the years of service, the age and deterioration of the liner, the pond must be cleaned of sludge and debris and refurbished. Project #0800622 – Treatment Pond #3 Relining was established for this purpose.

3. The pond has been dewatered to assist with the refurbishment and disposal of the accumulated sludge waste. Sampling and testing of the sludge was completed to ensure it would not be classed as hazardous waste and result in a significant increase in the disposal costs. The test results determined the pond waste to be non-hazardous.

4. The technical specifications for this project were developed by the Hopkins plant staff and the work was competitively bid as IFB #0057-09-RM-BC. The City received six bids for this work. Comanco Construction Company was determined to be the lowest responsive bidder.

5. The bid proposal was based on a maximum of 10 cubic yards of sludge material to be removed and minor restoration of the pond bottom once the liner is removed. The pond sub-surface refurbishment and actual amount of sludge disposal cannot be fully determined until such time as the pond is completely dewatered, the sludge and liner have been removed, and the pond bottom condition assessed. Staff is requesting the City Commission authorize the City Manager to approve contract amendments up to an additional $20,000 for the additional sludge removal/disposal and bottom reconditioning, if needed.

6. City Environmental Policy and Energy Resources have reviewed this agenda item and concur that it meets the applicable environmental guidelines.

7. Procurement Services and Budget and Policy have reviewed this agenda item and concur that it meets purchasing and budget guidelines.

CHARITABLE CONTRIBUTIONS

1. Bids/Proposals received from six vendors.
2. Contributions were claimed from one firm totaling $50,000.
3. Award not based on Charitable Contribution Preference.

OPTIONS

Option 1: Award Bid #0057-09-RM-BC, Hopkins Waste Water Treatment Pond #3 Refurbishment, to Comanco Construction Corporation, the lowest responsive bidder, in the amount of $64,985. Authorize the City Manager to approve contract amendments up to an additional $20,000, if needed.

Option 2: Award to other than the lowest responsive bidder. Authorize the City Manager to approve contract amendments up to an additional $20,000, if needed.

Option 3: Reject all bids and instruct staff to rebid the work.
