SUBJECT/TITLE: Approval to purchase four Hook Trucks
TARGET ISSUE: N/A

STATEMENT OF ISSUE
Staff requests the City Commission’s approval to purchase four hook trucks to be used by Solid Waste services for commercial garbage/recycling collections and delivery of dumpsters. The current vehicles have extended beyond the Solid Waste industry suggested replacement standards. The cost of maintenance continues to rise significantly. The most cost effective recommendation is for the replacement of these trucks.

RECOMMENDED ACTION
Approve Option # 1: Approve the purchase of four Hook Trucks. The cab and chassis will be purchase under contract #1285 from Ward International Truck, Inc. while the body will be purchase from contract # 1494 with Work Truck LLC.

FISCAL IMPACT
The total purchase price for the four hook trucks is $376,307. There are sufficient funds in the Fleet Capital Vehicle Replacement Project to cover this purchase. Funding Source (716-470101-550050-09047).

SUPPLEMENTAL MATERIAL/ISSUE ANALYSIS

HISTORY/FACTS & ISSUES
As a part of the annual budget process, funds were appropriated for replacement of vehicles in accordance with the administrative replacement guidelines. The criteria for these guidelines consider age of the trucks, mileage or hours of maintenance, utilization and general condition of equipment. The City Commission appropriated funding in the capital budget for the purchase or replacement of vehicles for FY09.

The hours of utilization range between 10,000 to 12,000 hours with operational mileage from 150,000 to 215,000. The life cycle of these vehicles were extended beyond the Solid Waste industry suggested replacement standards of 8000 hours and 125,000 operational miles. Given the guidelines above and the current usage, cost of maintenance continues to rise significantly. The most cost effective recommendation is for the replacement of these trucks.

This item has been reviewed and approved by the Offices of Budget and Policy and Procurement and they concur that it meets budget and purchasing guidelines.

CHARITABLE CONTRIBUTIONS
The original bid and contract was negotiated prior to the charitable contribution policy. The vendors were not required to submit documentation for this purchase.

OPTIONS

1. Approve the purchase of four Hook Trucks. The cab and chassis will be purchase under contract #1285 from Ward International Truck, Inc. while the body will be purchase from contract # 1494 with Work Truck LLC.

2. Do not approve the purchase of these hook trucks and provide additional direction to staff.
