SUBJECT/TITLE: Approval to Construct Roadway and Drainage Improvements Project for Maryland Oaks Development

STATEMENT OF ISSUE
This agenda item is to authorize the Department of Public Works to construct $25,081.10 worth of drainage and roadway improvements in conjunction with Good News Outreach site development. The Good News Outreach at Maryland Oaks Crossing is a rent-subsidized development with 20 existing manufactured homes located off Bicycle Road in West Tallahassee. The City of Tallahassee through the Public Works Department has partnered with the Ministries to perform project-associated work within the street right-of-way to meet the development’s concurrency requirements. Good News Outreach has posted the funds for the work to be performed by city staff. Phase V of the development, which includes the construction of ten manufactured homes, also triggers associated drainage and concurrency requirements. These drainage and roadway improvements are located within the right-of-way and would be constructed by city staff. Public Works agreed to perform this work to expedite the project which supports the Commission directive to create more affordable housing units.

RECOMMENDED ACTION
Option 1 - Authorize the Department of Public Works to construct roadway and drainage improvements for the Maryland Oaks Crossing Phase V development.

FISCAL IMPACT
Good News Outreach has made a payment to the City in the amount of $25,081.10 to fund the work, which is currently deposited in 300 – Capital Improvements Fund.

HISTORY/FACTS & ISSUES
The Good News Ministries Outreach at Maryland Oaks Crossing is a rent-subsidized development with 20 existing manufactured homes located off Bicycle Road in west Tallahassee. The City through the Public Works Department has partnered with the Ministries to perform the necessary project-associated work to meet concurrency requirements. Good News Ministries would pay for the work within City right-of-way to be performed by City Crews and has posted the funds with the City. The work to be performed by the City Crews is limited to drainage and roadway improvements within City right-of-way necessary to satisfy the projects concurrency requirements. Phase V of the development will include the construction of ten manufactured homes and associated drainage and concurrency requirements.

The project required conveyance improvements along Bicycle Road in order to meet concurrency. Good News Outreach received a grant to perform those improvements by the City’s Public Works Department along Bicycle Road for the discharge of the site’s runoff from the proposed stormwater facility.

All permits are in hand to begin construction upon the completion of the on-site drainage work by the developer.
