STATEMENT OF ISSUE
Downtown Improvement Authority member Jenny Nash resigned in December 2008. It is recommended that Mr. Stephen “Scott” Dick be appointed to fill the vacancy.
The primary purpose of the Tallahassee Downtown Improvement Authority is to preserve property values and prevent deterioration in the downtown area by a system of self-help. It exists by provisions contained in Florida Statutes, Chapter 189, and Florida Laws, Chapter 2003-356, House Bill 981. To qualify for appointment to the board and to remain qualified for service on it, a prospective member or a member already appointed shall be an owner of realty within the downtown area, subject to ad valorem taxation, a lessee thereof required by lease to pay taxes thereon, or a director, officer, or managing agent of an owner or of a lessee thereof so required to pay taxes thereon, but no two shall be affiliates of the same corporation, partnership, or other business entity, nor shall any member be serving as a city officer or employee.
The Mayor shall appoint the members to the board, with the concurrence of the City Commission, and by majority vote of its entire membership the City Commission may remove a member of the board for cause. A member of both the City and County Commissions, appointed by the Mayor and Chair respectively, shall serve as ex officio members of the board. A representative of the City-County Planning Department, designated by the executive head of the Planning Department, shall also serve as an ex officio member of the board.
RECOMMENDED ACTION: Appoint Stephen “Scott” Dick
