SUBJECT/TITLE: Approval of Contract for Purchase of Liquid Chlorine, Bid No. 0005-09-TJ-BC
TARGET ISSUE:

STATEMENT OF ISSUE
Underground Utilities uses liquid chlorine at 26 water wells and two wastewater treatment plants to comply with permit requirements. The liquid chlorine is added for disinfection purposes and is monitored daily to ensure that compliance guidelines are met in accordance with Florida Department of Environmental Protection permitting requirements. This request is for City Commission approval and award of a contract with Allied Universal Corporation of Miami, Florida, the lowest bidder meeting specifications, for the purchase of liquid chlorine.

RECOMMENDED ACTION
Option 1: Approve the contract for purchase of liquid chlorine to the lowest bidder meeting specifications, Allied Universal Corporation, of Miami, Florida at an estimated total annual cost of $193,252.50, with $22,435 to be used for drinking water treatment and $170,817.50 for wastewater treatment. This contract will allow continuation of required chlorination processes at City water supply wells and wastewater treatment facilities in conformance with operating permits issued by the Florida Department of Environmental Protection.

FISCAL IMPACT
The funding source for the estimated annual liquid chlorine cost per department is as follows:

• $22,435 from the Water Production Chem-Med Lab Operating Budget (490509), which has an available balance of $37,043 as of December 29, 2008.

• $170,817.50 from the TPS Operation Chem-Med Lab Operating Budget (409302), which has an available balance of $217,007 as of December 29, 2008.

SUPPLEMENTAL MATERIAL/ISSUE ANALYSIS
HISTORY/FACTS & ISSUES

1. The Environmental Protection Agency and the Florida Department of Environmental Protection require that public water distribution systems maintain a minimum chlorine residual of 0.2 mg/l to adequately disinfect water provided to our customers. Likewise, wastewater treatment facilities are required to maintain a minimum chlorine residual of 0.5 mg/l to destroy microorganisms prior to treated effluent disposal. The Water Quality Division routinely monitors the water distribution system and the treated effluent water to ensure optimal levels are met.

2. Nine vendors requested bid packets under Bid No. 0005-09-TJ-BC. Bids/Proposals from two vendors were opened on October 30, 2008 and the lowest bidder meeting specifications was Allied Universal Corporation, of Miami, Florida at an estimated total annual cost of $193,253.

3. Procurement Services and the Office of Budget and Policy have reviewed this agenda item and concur that it meets purchasing and budget guidelines.

CHARITABLE CONTRIBUTIONS
Bids were received from two vendors; none of the firms claimed charitable contributions, therefore the award was not based on Charitable Contributions Preference.

OPTIONS

Option 1: Approve the contract for purchase of liquid chlorine to the lowest bidder meeting specifications, Allied Universal Corporation, of Miami, Florida at an estimated total annual cost of $193,252.50, with $22,435 to be used for drinking water treatment and $170,817.50 for wastewater treatment. This contract will allow continuation of required chlorination processes at City water supply wells and wastewater treatment facilities in conformance with operating permits issued by the Florida Department of Environmental Protection.

Option 2: Do not approve the contract for the purchase of liquid chlorine. This option is not viable because violating permit requirements would interrupt City waster and wastewater customers.
